Charming is a pale, whitened lavender cream that leans quite periwinkle blue.
I found the formula a bit thin, so while it was mostly opaque with two thin coats, I preferred three coats for full, even coverage. Three coats isn’t unusual for a pastel, and Charming actually applies reasonably smoothly without being chalky, so overall this is a drugstore winner!
Revlon Nail Enamel retails for around US$4.99 / CA$5.99 and is 0.5 US fl oz / 14.7 mL. They are free of toluene, formaldehyde, and dibutyl phthalate (DBP), and are made in the USA.
Revlon was founded in 1932. It is a public company based in New York, NY, USA.

This looks like a shade that would be a PITA to apply – it’s like white-out with a few drops of purple stirred in. But it would look so crisp against a tan, I bet.

Yes, that is too bad. I did hear that recently they pulled out of the China market, so I would imagine they are not testing as much as they would have been. Perhaps I’ll look into that!
